Preheat oven to 450° F. Add the stick of butter to an 8x8-inch baking dish and place in the oven while it preheats so the butter melts.
In a large bowl, whisk together the flour, sugar, baking powder, and salt. Add in the buttermilk and egg and stir to combine.
Remove the baking pan from the oven once the butter has melted and grate the garlic over the butter. Sprinkle the herbs over the top. Spoon about a tablespoon of the mixture into a small bowl and set aside.
Add the batter on top of the butter and spread in an even layer. Use a knife to score the batter into 9 even squares. Bake for about 20-25 minutes, until deep golden-brown. Brush the top with the reserved herb butter. Serve warm.
